Roger Douglas, as Finance Minister in New Zealand from 1984-1988, designed and implemented a swift and wide-ranging liberalisation of the New Zealand economy. Euromoney magazine chose him as Finance Minister of the Year for 1985, in recognition of the speed and scope of his reforms.
Roger Douglas formulated and refined his reform programme while his Labour Party was in opposition from 1975 - 1984. He developed an approach designed to ensure that systematic structural reform would be accompanied by political success. In 1987, his Labour Party was returned to power for a second term with an increased majority.
